The overall goal of China by 2035 is to significantly increase its economic strength, scientific and technological strength and comprehensive national strength. To increase economic strength, we must develop the economy from all aspects. As an important sector in Chinas economic development, modern logistics “connects production at one end and consumers at the other”, so the country attaches great importance to contribution that the development of logistics industry makes to the development of national economy. Emergency logistics, as an important part of modern logistics, is a special purpose logistics for dealing with various natural disasters, accident disasters, public health events, social security events and other emergencies, and has become an important part of logistics research. The Fourteenth Five Year Plan ofChinas first logistics industry emphasizes that one of the development directions of the logistics industry is to improve the safety and emergency capability, and one of the potentials that modern logistics can tap is to improve the development of emergency logistics.
In recent years, China has suffered from many natural disasters, such as the catastrophic flood in 1998, the Wenchuan earthquake in 2008, and many public health events, such as the SARS pandemic in 2003 and the COVID 19 pandemic in 2019. In particular, the COVID 19 pandemic, which lasts for a long time and has a wide range of impacts, poses a huge challenge to the operation of emergency logistics. To improve the efficiency of logistics operation and minimize the loss of people s lives and property caused by emergencies such as natural disasters and public health events, a sound emergency logistics system is particularly important. Therefore, from the perspective of the construction of the emergency logistics system, this book studies the definition, attributes and composition of the emergency logistics system, theoretically discusses the construction principles, components and working mechanisms of the command system, information system, management system and security system of the emergency logistics, and finally from the practical perspective, discusses the construction of emergency logistics system under natural disasters and public health emergencies.
The originality of this book lies in the systematic discussion of all aspects of the construction of emergency logistics system, which provides theoretical basis and practical experience for researchers in the construction of emergency logistics system from both theoretical and practical perspectives. Another novel idea is that this book integrates the latest research results, policy documents, practice cases, etc. in the field of emergency logistics, thus providing a forwardlooking reference for researchers in this field.
