《璀璨:上海钻石交易所发展亲历者说》全书按时间顺序分为“酝酿”“筹建”“成立”“发展”“会员”5个篇章,以访谈、口述形式,从上海钻交所发展亲历者的视角,对钻交所从酝酿、成立到发展的历程进行系统梳理、回顾,对其改革发展经验加以总体性呈现,进而提炼这一创造了国际化和完整市场化的典型模式经验,突出上海钻石交易所在上海要素市场的创建中所具有的重要且独特的地位。
關於作者:
中共上海市委党史研究室是中国共产党史研究部门,也是市委主管党史业务的工作部门。主要负责:研究党的历史,总结党的历史经验,为党的建设和市委决策提供历史借鉴,充分发挥党史资政育人的作用,为改革开放和社会主义现代化建设的大局服务;撰写上海党史专著,编辑出版党史报刊和重要书籍,综合研究上海党史上的重要人物;推动党史成果的转化,向广大党员干部和群众进行党史、革命史的宣传教育;协助市委有关部门审核本市拟公开发表或出版的涉及党史重大题材及重要领导人工作和生活情况的图书、文章等。

SDE: A Project Midwifed by Pudong’s Development and Opening up
The SDE project would not be possible without the development and opening up of Pudong. The Central Government made the decision to develop Pudong New Area on April 18, 1990 when Premier Li Peng came to Shanghai to officially announce this news. However, it was Mr. Deng Xiaoping who first endorsed the development of Pudong when he was in Shanghai in January that year. He argued that Pudong must not follow the path of the Pearl River Delta by concentrating on such primary labor-intensive processing industries like shoemaking and clothing manufacture. During his following visit to Shanghai, Deng Xiaoping reiterated that finance was important and it was the core of a modern economy. He said that Shanghai used to be a financial hub with free convertibility of foreign currencies and Shanghai should restore its former status in the future. He made it clear that China’s international status in finance hinged on Shanghai.
In retrospect, I think Deng was very far-sighted indeed. At that time, he had the foresight that Pudong should become an international financial hub, an economic and trade center and a high-tech industrial center. Without Deng’s foresight, the objective of “catching up and taking the lead” would be unimaginable for Pudong. As Deng argued, if Shanghai could become an international financial hub, an economic and trade center and a high-tech industry center through development and opening up, it would possibly drive the economic take-off of the Yangtze River Delta and the Yangtze River basin as a whole. General Secretary Xi Jinping’s latest speech on developing the Yangtze River Delta city cluster was consistent with the vision of Deng Xiaoping. That is why I think the origin of SDE should be traced back to the vision of Deng Xiaoping.
After announcing the development plan for Pudong in 1990, Shanghai set in motion building the financial and trade factor markets in line with international standards. The Shanghai Stock Exchange was established and put into operation in December 1990; the Shanghai Metal Exchange, China’s first national futures market, was opened in May 1992; and the China Foreign Exchange Trade Centre (CFETC) was established in Shanghai in April 1994. It should be noted that CFETC was still not a typical foreign exchange center since foreign currency transactions were not yet permitted at the time.
