關於作者: |
王暖臣,男,1972年3月出生。现为军事科学院系统工程研究院研究员,长期从事体系设计和标准化领域的论证研究工作,现主要从事装备治理、社会系统工程、管理建模仿真、政策分析方面的研究工作,此外还长期从事软件技术、体系仿真研究,先后主持或参加了数十项科研课题和任务,学术带头人、博士生导师,多个技术专家组的成员,在多种信息渠道发表文章数十篇,先后获军队科技进步一等奖1项、二等奖2项、三等奖3项,2次荣立三等功。

装备项目管理是装备采购工作的重要组成部分,成功的装备采购有赖于成功的项目管理。我军装备采购经过长期理论和实践探索,其内涵外延得以不断延伸,随着我军装备采购市场改革的深入,装备采购工作的内容不断丰富、体系要求也不断提高,我军装备采购中的体制机制问题逐步显现。在充分借鉴国外经验教训,并结合国内先期理论研究和相关探索的基础上,我军于2005 年在装备采购实施层逐步推行项目管理制度,针对大型项目专门设立项目管理临时机构直至项目结束;随后又先后在部分军兵种和总装备部试点成立项目管理常设支撑机构,深化对项目管理机制的实践探索。2016 年,我国新一轮国防和军队改革正式启动,伴随国防和军队运行机制的调整,经过改革前对装备采购以及项目管理制度的长期探索和逐步推广,改革后我军装备采购实施层全面实行项目管理制度,常设项目管理机构以及项目管理专业支撑机构。随着改革实践的深入,项目管理工作内容逐渐清晰、流程逐渐顺畅、机制逐渐完善,我军装备项目管理逐步进入新的发展阶段。
总体而言,在我军新的领导指挥体制下建立起的装备项目管理制度还是相对比较新的事物,很多机制运行细节还有待改进完善。在我军新的装备建设要求和条件下,装备项目管理制度在破“旧”基础上的立“新”仍需持续的探索和反思,而这种探索和反思必然应该是建立在对项目管理理论和方法本身及其在不同应用背景和条件下的应用情况的深入分析之上。本书正是试图从上述视角梳理装备项目管理的相关知识,期待能助力新时代我军装备项目管理制度的探索和完善。
