靳诺，中国人民大学党委书记、教授、博士生导师。中国人民大学习近平新时代中国特色社会主义思想研究院理事长、国家发展与战略研究院理事长；兼任教育部高等学校马克思主义理论类专业教学指导委员会、高等学校思想政治理论课教学指导委员会主任委员，全国高校马克思主义理论学科研究会会长。主要研究领域为马克思主义理论、思想政治教育、高等教育管理等。主持国家社会科学基金重大项目“当代马克思主义基本问题研究”“高校领域哲学社会科学成果评价体系和奖励制度研究”，教育部哲学社会科学研究重大课题攻关项目“哲学社会科学学术话语体系创新研究”等数十项国家和省部级重点科研项目；在《求是》《人民日报》《光明日报》等报刊上发表重要理论文章100余篇；编著有《全球治理的中国担当》、“‘治国理政新理念新思想新战略’研究丛书”（十卷本）等数十部著作。
刘伟，中国人民大学校长、教授、博士生导师。中国人民大学习近平新时代中国特色社会主义思想研究院理事长、国家发展与战略研究院院长；兼任国务院学位委员会委员、学科评议组理论经济学组召集人，教育部高等学校经济学类专业教学指导委员会主任委员；中国人民政治协商会议第十三届全国委员会常务委员、中国人民政协理论研究会第三届理事会副会长。主要研究领域为政治经济学中的社会主义经济理论、制度经济学中的转轨经济理论、发展经济学中的产业结构演变理论，以及经济增长和企业产权等。著有《中国学者谈新常态下经济增长》《经济增长与结构演进：中国新时期以来的经验》等。\

Te Fourth Plenary Session of the Nineteenth Central Committee of the Communist
Party of China (CPC) adopted the “Decision of the CPC Central Committee on
Upholding and improving Chinese Socialist System and Modernizing State Governance”
(hereinafter referred to as the “Decision”). it comprehensively summarized the brilliant
achievements since the founding of the People’s Republic of China (PRC)， systematically
explained the system of socialism with Chinese characteristics and China’s governance
system were systems of strong vitality and huge strength， and profoundly answered major
political questions: What should we uphold and consolidate? What should we improve and
promote? it provided secret code of the system for the interpretation of China’s governance，
the institutional pedigree for the perception of “Chinese strength，” and institutional
guarantees for the formation of “system confdence.”
Te governance of China and the system of China are di?erent from each other， but
also related to each other. Te governance of China refers to the theory and practice of the
CPC leading the people to govern the country since the founding of the PRC， while the
system of China refers to the system of socialism with Chinese characteristics formed and
established during this practice. Terefore， the governance of China is the practical basis of
the system of China， and displays the strengths of the system of China; the system of China
