2016 年是十三五开局之年,我国研究生教育持续深化综
合改革,唱响研究生教育强体提质的强音。
加强质量评价,优化研究生教育结构。2016 年国务院学位委
员会对全国 205 个学位授予单位完成了学位授权点动态调整,共撤
销授权点 576 个,增列 367 个。公布了 2014 年学位授权点专项评估结果,撤销了 50 个不合格授权点,对 95 个限期整改
授权点给予暂停招生、限期整改处理。全面开展 MBA 教育自查自
纠与专项整治,并对全日制和非全日制研究生做出明确界定,规范
招生、投入、就业等要求,加强了研究生教育培养质量评价。
以服务需求、提高质量为主线,深化培养模式改革。研
究生培养单位的人才培养定位于主动服务国家对外开放战略,对接
一带一路等国家重大战略。与此同时,研究生培养单位也在加
强结构调整优化和培养模式转变,构建良好学术生态环境,凸显办
学特色。
专业学位研究生教育综合改革多举并用。2016 年,教育部要
求统一组织实施全日制和非全日制研究生招生录取,坚持全日制
和非全日制研究生教育同一质量标准;搭建专业学位案例库公共平
台,建立了多部门参与的专业学位研究生联合培养体系,建设了多
个专业学位教学案例库。 2016 was the first year of Chinas 13th Five-Year Plan. In this year,
China continued to deepen the comprehensive reform of the graduate
education, by setting the strong tone emphasizing the graduate education
should be further in reinforced mechanism and quality improvement.
Strengthen the quality evaluation and optimize the structure of grad-
uate education. In 2016, the Academic Degrees Committee of the State
Council completed the national dynamic adjustment of the degree au-
thorization units totaling 205, with annuling 576 units and adding 367
units, hence the structure of the graduate education system was furtheroptimized. It announced the results of the specific assessment of the
degree granting units, which was carried out in 2014. 50 unqualified
authorization units were revoked, 95 degree granting units facing rec-
tification deadline, which were suspended the enrollment of students,
and requested a rectification with limited time. The whole measures
effectively promoted the graduate training units to improve their grad-
uate education quality continuously. The government comprehensively
implemented the self-examination and self-correction and specific
rectification of MBA education and made a clear definition of the full-
time and part-time graduate students, specified the requirements of the
enrollment, investment, employment and so on, which had strength-
ened the quality evaluation of the graduate education training.
Hold the main line of serving needs and improving quality and
deepen the training model reform. Graduate education training units
should initiatively aim at serving the countrys strategy of open-
ing up, Belt and Road Initiative etc. Meanwhile, the units should
strengthen the structural adjustment and optimization and the training
mode transform, to build an excellent academic ecological environment
and highlight its academic characteristics.
A number of initiatives had been enabled in the comprehensive re-
form of professional degree graduate education. In 2016, the Ministry
of Education requested a unified organization and implementation in
the enrollment of full-time and part-time graduate students, adhering
to the same quality standards for the two types of graduate education.
The public case database of professional degree programs was set up,
a joint training system with multi-sectoral collaboration for the
professional degree graduation was established and a number of case
databases for professional degree teaching and learning were built.
