Chapter 1 Social
Assistance
Introduction
Social assistance means aid to vulnerable individuals and
groups. Who are the vulnerable? In
any society, they are the ones who suffer from the effects of old age, illness,
disability, natural disasters, economic crises, or civil conflicts. They
include the sick, the elderly and the disabled who cannot care for themselves,
the mentally ill, war victims, refugees, widows, orphans, HIVAIDS sufferers,
and those dislocated by floods, earthquakes, or fire. Such vulnerable
individuals are almost always poor either as a cause or an effect of their
vulnerability. They are regarded as having some form of entitlement to this
kind of assistance. Social assistance includes programs of public action,
government and nongovernment, which transfer resources to those who are
vulnerable and eligible in order to assist these most vulnerable individuals,
households, or communities to meet their needs and help them lead a decent
life.
Reading A
China Social Assistance Foundation CSAF[1]
is a national public-fundraising foundation established in January, 2009 which
is registered and governed by the Ministry of Civil Affairs of China. Helping
the underprivileged, advocating the
social responsibility, practicing charity and serving the society with a benevolent heart are their philosophy.
They aim at assembling the compassion and charitable activities at home and
abroad,carrying forward Chinese fine tradition and moral excellence,
assisting the extremely impoverished
people in urban and rural areas, promoting the development of social vulnerable
andcontributing to the social
harmony and civilization. The CSAF has launched a number of programs since its
establishment, including Bubbling Spring-Well Drilling for the Drought Area,
Smiling Mom-Aiding Cervical and Breast Cancer in Rural Areas, Hope Tree Fund
for Childrens Health Early Education, Care Fund for Migrant Workers,
Care Fund for Migrant Workers, Elderly-care Movement in Rural Areas, Care for
war veterans, Career Consultancy Support for the Impoverished Students, and The
Hepatitis B Assistance Funds of China Social Assistance Foundation.
China Charity Federation CCF[2] is a
nationwide non-governmental charity organization. It was established in 1994,
with approval from the Chinese government, and was legally registered as an
independent entity. Its members, all of whom work on a voluntary basis, include
private citizens, businesses, and social institutions interested in charitable
causes. There are over 260 affiliates
of CCF throughout China. The current president of CCF is Mr. Baojun Fan, member
of the Standing Committee CPPCC, former Deputy Secretary of Party Leadership
Group and Deputy Minister of Civil Affairs.
Since
the founding of CCF, it has maintained its goals of broadening charitable work
in various fields and increasing public awareness of the great difficulties
faced by many members of our society. It has given wholehearted loyalty to
Chinas charitable concerns. CCFs many humanitarian acts have drawn extensive
social attention and have won the trust and support of the government.
