These above words greatly pushed forward the opening—up process.From March 26 to April 6, the CPC Central Committee and State Councilin Beijing convened forums on coastal cities.According to the summary of the forums, 14 more coastal cities—Tianjin, Shanghai,Dalian, Qinhuangdao, Yantai, Qingdao, Lianyungangr Nantong, Ningbo,Wenzhou, Fuzhou,Guangzhou, Zhanjiang and Beihai—would be opened,an important step forward.On May 4, the summary was endorsed by the CPC Central Comnuttee and State Council.This marked the opening—up of the 14 cities.
The opening—up of Hainan Island was also put on the agenda.On June 12, 1987, Deng Xiaoping disclosed these intentions at his meeting with Stefan Korosec, member of the Presidium of the Central Committee of the League of Communists of Yugoslavia, "Now we are preparing to make all of Hainan Island a special economic zone, much larger than the others.Hainan Island, which is almost as big as Taiwan, has abundant natural resources, such as rich iron ore, oil and natural gas, as well as rubber and other tropical and subtropical resources.When it is fully developed,the results should be extraordinary." In April 1988, the First Session of the Seventh National People''s Congress passed Decision of the NPC on the Establishment of Hainan Province and Resolution of the NPC on the Establishment of the Hainan Special Economic Zone.Ultimately, Hainan became the 31st province of China and the country''s largest special economic zone.Its establishment meant that the coastal regions, from north to south, had been opened up.
